In short
- Canada-wide 2026 guide, per square foot with old roof removed: TPO $12–$18, EPDM $11–$17, two-ply modified bitumen $15–$25.
- A flat roof needs a slope to its drains, and water standing on it after rain is a repair signal.
- Typical snow load design values in Canada run from 30 to 80 lb per square foot, depending on region.
- The City of Ottawa exempts only asphalt shingles by name; for a membrane roof, ask 3-1-1 before work starts.

What makes a flat roof different
A flat roof is nearly level. Water leaves through drains, scuppers or a slight fall built into the deck. Anything that slows that flow, such as a blocked drain, a low spot or snow piled against a wall, turns into ponding. Standing water wears a membrane, adds weight and finds every weak seam.
Roofs like this sit on additions, garages, porch roofs and townhouse blocks. The covering is a membrane over insulation and deck, and the work is mostly seams, edges and penetrations.
Signs the roof needs a visit
- Water on the roof a day after rain.
- A stain or drip on the ceiling below, often at a wall or a drain.
- Blisters, wrinkles or splits in the surface.
- Seams or edges that lift.
For a leak, the roof leak page describes how a roofer traces the entry point. Water often travels far along a flat deck before it shows.
Membrane options
A Canada-wide 2026 guide compares three systems. TPO (white or grey, heat-welded seams) runs $12–$18 per square foot. EPDM (rubber sheet, known for flexibility in cold) runs $11–$17. Two-ply modified bitumen (torch-applied) runs $15–$25. These figures include removing the old roof. Insulation up to R-60 adds about $2–$8 per square foot, and the guide recommends R-40 to R-60 on major renovations.
The guide credits EPDM for freeze-thaw swings and TPO for energy savings. The full price build-up with sources is on the flat roof cost page.
What moves the price
- Layers to remove. More layers means more labour and more disposal.
- Condition of the deck. Once the membrane is off, rot or water damage can add thousands, says the same guide.
- Insulation. Thicker boards cost more and change the edge details.
- Access and height. Upper storeys and tight access lift the price.
- Drains and slope. New drains or tapered insulation add cost and prevent repeats.
One Ottawa firm’s published list puts a roof leak repair at $500–$1,500; the list does not single out flat roofs.
Snow, ice and Ottawa winters
The Canadian guide notes typical design snow loads of 30 to 80 lb per square foot, depending on region, and advises replacing drains and downspouts so water does not build up on the roof. Snow drifting against a wall and a drain blocked under ice are the winter risks. The snow on the roof page covers what to tell a roofer about snow, and ice dams covers backing-up water at the edges.
Permits and the contract
The City of Ottawa names installing asphalt shingles as a project that needs no building permit. A membrane roof is absent from that list, and rooftop stormwater retention systems and structural repairs are on the permit list. Ask 3-1-1 or buildingpermits@ottawa.ca before a tear-off, and ask the company who applies. See the permit guide.
Ontario’s guide asks for a written contract over $50, a total with taxes, payment terms and dates, and limits the final price to 10% above an estimate unless both sides sign a change. A contract signed at home has a 10-day cooling-off period. The contract page goes through the rest. An inspection gives you a written picture before you decide.
Who you are dealing with
One independent Ottawa firm gets the details on the house, garage or addition. That firm inspects the membrane, writes the quote and runs the job. Going ahead is your call.
Questions to ask the company
- Do you recommend a repair, a recoat or a full tear-off, and what in the roof tells you so?
- Which membrane do you propose, and how are the seams joined?
- How many layers are on the roof now, and is removal in the price?
- Will you correct the slope or add drains if the roof ponds?
- What does the quote say about insulation, and what R-value do you plan?
Have this ready for the call
- Photos of standing water one day after rain, and of any blisters, splits or curled edges
- The age of the roof and any record of earlier membrane work
- What sits on it: a garage, an addition, a porch, a townhouse block, or a deck on top
- The location of the drains and scuppers, and whether snow gets piled against any wall
- Safe access: a ladder spot or interior hatch, and the height of the building
Questions people ask
How long does a flat roof membrane last?
A Canada-wide 2026 guide lists twenty to thirty years for TPO, twenty-five to forty for EPDM and twenty-five to thirty-five for two-ply modified bitumen. Sun, ponding water and foot traffic shorten that. The roofer judges the actual roof by its seams, surface and the condition of the insulation under it.
Why does my flat roof hold water after rain?
A flat roof is built with a slight fall to its drains. Water that stays after a day usually means a low spot, blocked drain or sag in the deck. Ponding adds weight and wears the membrane, so the roofer may recommend corrected slope or new drains when it is replaced.
What is the difference between TPO, EPDM and modified bitumen?
TPO is a light-coloured single sheet with heat-welded seams. EPDM is a rubber sheet, known for staying flexible in cold. Modified bitumen is a two-layer asphalt system applied with a torch. The same Canadian guide says EPDM suits freeze-thaw swings, TPO suits energy savings.
Does a flat roof need insulation when it is replaced?
The Canadian guide recommends R-40 to R-60 on major flat roof renovations, depending on province and local rules, and prices extra insulation at about $2 to $8 per square foot. Ask the roofer what the Ontario Building Code requires on your roof and have it written into the quote.
Can a flat roof be repaired in winter?
Small temporary fixes are possible in some conditions. Membranes are laid and seams are joined in milder, dry weather. Tell the company that the roof is leaking now, ask what it can seal this week and when the full job fits, and keep snow off the leaking spot only as the roofer advises.
